APIA, Samoa (AP) ? The New Year's Eve parties started a whole day early on the South Pacific island nation of Samoa, after a hop across the international date line transported the country 24 hours into the future ? making it the first in the world to ring in the new year.

Samoans began celebrating under a rainbow of fireworks at the stroke of midnight on Thursday, Dec. 29 ? when the country skipped over Friday and moved straight into 12:01 a.m. on Dec. 31.

Samoa and neighboring Tokelau lie near the date line that zigzags vertically through the Pacific Ocean, and both sets of islands decided to realign themselves this year from the Americas side of the line to the Asia side, to be more in tune with key trading partners.

The time-jump revelry in Samoa continued throughout Saturday as the hours ticked down to 2012. Pools and beaches across the capital, Apia, were packed with Samoans and tourists celebrating the country's sudden position as the first in the world to ring in the new year, rather than the last.

Despite the extended festivities, Samoan police said there had been no reports of any problems.

"More than 90 percent of our people really appreciate the change, and that contributes to its success," said one official who could not be named as he was not authorized to speak publicly.

Elsewhere across the globe, people prepared to say goodbye to a year that was marked by upheaval and mass protests in several Arab countries, economic turmoil and a seemingly endless string of devastating natural disasters.

In Australia, people began crowding onto the shores of Sydney's glittering harbor early Saturday in a bid for the best spot to watch the midnight fireworks extravaganza over the iconic Harbour Bridge. The display was designed around the theme "Time to Dream," a nod to the eagerness many felt at moving forward after the rough year.

"It's about giving people the opportunity to dream of the year ahead and that hopefully it is a bit better than the year we've had," said Aneurin Coffey, the producer of Sydney's New Year's festivities.

Some of the fireworks were expected to explode in the shape of clouds ? "Because every cloud has a silver lining," Coffey said. A series of colorful lights will be beamed onto the center of the bridge forming an "endless rainbow" meant to evoke hope.

Many were eager for a fresh start.

"I've had enough this year," said 68-year-old Sandra Cameron, who lost nearly everything she owned when her home in Australia's Queensland state was flooded to the ceiling during a monstrous cyclone in February. "It's gotta be a better year next year."

For Japan, 2011 was the year the nation was struck by a giant tsunami and earthquake that left an entire coastline destroyed, nearly 20,000 people dead or missing and the Fukushima Dai-ichi nuclear power plant in meltdown.

At the year's end, many in Japan were left reflecting on the fragility of life, while remaining quietly determined to recover.

"For me, the biggest thing that defined this year was the disaster in March," said Miku Sano, 28, a nursing student in Fukushima city. "Honestly, I didn't know what to say to these people, who had to fight sickness while living in fear about ever being able to go back home. The radiation levels in the city of Fukushima, where I live, are definitely not low, and we don't know how that is going to affect our health in the future."

People across Japan were expected to spend Saturday visiting shrines and temples, offering their first prayers for the year. The giant hanging bells at temples will ring 108 times to purify the world of evil and bring good luck.

Kouichi Takayama, a university student, said 2011 was a year he would never forget.

"It was a year I felt the preciousness of life with a passion," he said. "But I was also able to catch a glimpse of the warmth of human relations, and reconfirm my gratitude for family, community and everyday life. I hope I can connect meaningfully with more people next year to create a Japan that truly endures toward the future."

In the southern Philippine city of Cagayan de Oro, people were still reeling from deadly flash flooding sparked by Tropical Storm Washi. The storm killed more than 1,200 in the southern and central Philippines, 800 of which were in Cagayan de Oro.

For Ana Caneda, a disaster relief official in Cagayan de Oro, the new year "offers a new ray of hope."

"It's going to be a relief to write the date 2012, not 2011," Caneda said.

In Hong Kong, more than 400,000 people were expected to watch a 4-minute, $1 million display of fireworks that will shoot off from 10 skyscrapers, lighting up the city's famed Victoria Harbour.

Raymond Lo, a master of feng shui ? the Chinese art of arranging objects and choosing dates to improve luck ? said he wasn't surprised that 2011 was such a tumultuous year because it was associated with the natural elements of metal and wood. The year's natural disasters were foreshadowed, Lo said, because wood ? which represents trees and nature ? was attacked by metal.

2012 could be better because it's associated with ocean water, which represents energy and drive and the washing away of old habits, Lo said.

"Big water also means charity, generosity," Lo said. "Therefore that means sharing. That means maybe the big tycoons will share some of their wealth."

On the surface, it?s easy to shrug at Sunday?s slate of games, given the sense that only a few postseason loose ends remain.? But as our good friend Ricky Diamond, producer extraordinaire at NBC Sports, points out, all but three of the games have meaning.

Unfortunately for FOX, all three of the meaningless games ? Redskins-Eagles, Bears-Vikings, Seahawks-Cardinals ? will be televised on its network.

Here are the implications of each of the other games.

Bills at Patriots:? New England clinches the top seed in the AFC with a win.? A loss combined with a win by the Steelers or Ravens would push the Pats to No. 2.

Jets at Dolphins:? New York remains alive for the second wild-card berth in the AFC.

Titans at Texans:? Ditto for the Titans.

Colts at Jaguars:? The Colts secure the No. 1 pick if they lose; if they win (and if the Rams lose to the 49ers), the pick goes to St. Louis.

Arkansas Schools Desegregation Funds Can't Be Cut Off, Appeals Court Rules

LITTLE ROCK, Ark. -- Arkansas cannot cut off millions of dollars in funding for desegregation programs in Little Rock-area school districts until the state asks a federal judge for permission to do so, an appeals court ruled Wednesday.

The 8th U.S. Circuit Court of Appeals decision comes after U.S. District Judge Brian Miller ordered an end to most of the payments, calling them counterproductive. He accused the districts of delaying desegregation to keep getting state money.

The appeals court ruled that Miller decided to end the payments without the state specifically asking him to do so. The court said the state must ask, in a separate court action, before a judge could make such a ruling.

A spokesman for Attorney General Dustin McDaniel said Wednesday that no decision has been made about whether the state would file such a request.

Arkansas is required by a 1989 settlement to fund magnet schools, transfers between districts and other programs to support desegregation and keep a racial balance in the North Little Rock, Pulaski County and Little Rock school districts. Those costs currently add up to about $38 million a year, according to the appeals court's ruling.

State lawmakers have long wanted to end the desegregation program funding, though the districts say they're still necessary.

Battles over school desegregation in Little Rock date back to 1957, when nine black teenagers needed the protection of federal troops to integrate Central High School. Little Rock sued the state and its two neighboring districts in 1982, and two years later a judge agreed that the districts hadn't done enough to help the city schools desegregate.

Miller issued his order to end the payments earlier this year, after hearings about whether two of the three school districts in question ? North Little Rock and Pulaski County ? should be declared unitary, or substantially desegregated.

"That came kind of out of the blue," Stephen Jones, the lead attorney for the North Little Rock district, said Wednesday about Miller's ruling.

Miller wrote that the payments should end in order to avoid "an absurd outcome in which the districts are rewarded with extra money from the state if they fail to comply with their desegregation plans and they face having their funds cut by the state if they act in good faith and comply."

But the appeals court said Miller did not make "specific findings of fact" to support his decision.

Miller, who referred to himself as "a middle aged black judge," instead wrote: "After reading the briefs, the transcripts from the various hearings, and the scores of exhibits filed herein, it is very easy to conclude that few if any of the participants in this case have any clue how to effectively educate underprivileged black children."

The appeals court also reversed Miller's decision to deny the North Little Rock district's request to be declared unitary. Miller had denied the request in part because he said the district offered only anecdotal examples of its efforts to recruit black teachers.

The 8th Circuit disagreed, noting that more than 16 percent of the district's educators are black, compared to 9 percent statewide.

Miller didn't return a phone message left at his chambers Wednesday. But he removed himself from the desegregation case earlier this year, saying he could no longer make unbiased decisions after the state took over his hometown's school district in eastern Arkansas.

Jones, the North Little Rock district's lawyer, said he was pleased with the appeals court's decision to deem the district unitary.

"In a sense, it's anticlimactic because I don't think it really changes how we're going to conduct our day-to-day business," he said.

Another federal judge had previously declared the Little Rock district unitary, but Miller refused to declare the Pulaski County district entirely unitary in his May order. The appeals court upheld that part of Miller's ruling, which found the Pulaski County School District lacking in nine areas in which it had to make changes to be considered desegregated.

Wednesday's opinion notes that Miller found the Pulaski County district "has given very little thought, and even less effort to complying with its desegregation plan. Complying with its plan obligations seems to have been an afterthought."

The appeals court "found no reason to disagree" with Miller's conclusion.

The Pulaski County Special School District's lead attorney, Sam Jones, declined to comment Wednesday.

The Little Rock district's lead lawyer, Chris Heller, praised the appeals court's ruling, adding that part of Miller's decision in May "concerned issues that had not been presented to the district court."

McDaniel said in a statement that Arkansas is moving toward ending the legal action surrounding the decades-old desegregation case and in turn, "taking the courts out of the classrooms" in the county.

Analysis: Russia's Putin risks losing touch amid protests (Reuters)

MOSCOW (Reuters) ? Vladimir Putin is looking increasingly out of touch in Russia after the opposition brought tens of thousands of people out onto the streets of Moscow for the second time in two weeks to demand a parliamentary election be re-run.

But the looming New Year holiday in Russia means there is likely to be a pause in the biggest opposition protests since he rose to power 12 years ago and he will hope they will now at least temporarily lose momentum.

The protesters say they are tired of his domination of Russia after eight years as president and now four as prime minister, and suspect the December 4 election, won by his United Russia party, was rigged.

First Putin dismissed the protesters as chattering monkeys financed from abroad, then he backed President Dmitry Medvedev's proposal for gradual political reform and later the 59-year-old leader had a former KGB spy appointed as Kremlin chief of staff.

The gulf between Putin and many of his people has convinced many that he has lost his popular touch and is refusing to take the protests as seriously as many of his closest allies do as he prepares to reclaim the presidency in an election in March.

"They do not understand," one person close to policy makers said of Putin and Medvedev. "One is weak and the other does not want to listen, though people have tried to explain the seriousness of the situation."

That could bode badly for the long-term stability of the world's biggest country and energy producer.

Opponents say Putin's inner circle is a small group of former KGB spies, businessmen and Kremlin officials who have little empathy with the Internet-savvy generation of younger, urban Russians who have come out onto the streets this month.

But Putin's portrayal of the protesters as pawns financed by a foreign power has also contrasted with the conclusions drawn by some of the other men at his court.

Kremlin deputy chief of staff Vladislav Surkov, who helped Putin craft his tightly controlled political system, warned on Friday that some enemies wanted to provoke a revolution but that the protesters were among the best people in society.

PUTIN'S COURT

"The best part of our society, or rather the most productive part, is demanding respect," Surkov, one of Putin's most powerful advisers on domestic policy, told Izvestia. "You cannot simply swipe away their opinions in an arrogant way."

An even closer Putin ally, former Finance Minister Alexei Kudrin, joined Saturday's protest in Moscow, warning that Russia needed much more serious political reforms to ensure a stable development.

"I came today because I do not believe the elections were fair and I believe we need to hold an investigation and punish those responsible up to and including criminal responsibility," Kudrin, 51, told Reuters at the protest.

"There is a possibility today, without any sort of revolution, to make a transformation to ensure fair elections and real representation in parliament," said Kudrin, who helped Putin get his first job in the Kremlin in 1996.

But Putin has other powerful advisers too.

Nikolai Patrushev, the powerful head of the Russian security council and former head of the FSB state security service, said this month that Russia should impose "rational regulation" of the Internet.

Another former KGB spy, Sergei Ivanov, was appointed Kremlin chief of staff on Thursday and Deputy Prime Minister Igor Sechin, a Putin ally, has voiced concern about the role played by the Internet in the Arab Spring revolts.

Patrushev, 60, Ivanov, 58, and Sechin, 51, are all old friends of Putin and though they may be divided by tactics and court politics, they are ultimately hardliners.

Medvedev, Russia's 46-year-old iPad-carrying president, may have more sense of the anger against Putin but he is weak, sources close to the situation said.

"Medvedev understands this all a little better because he is a person less prone to conspiratorial theories," said a source with close ties to the leadership, adding that Russia's leaders were hoping the protests would burn themselves out.

"Putin has realized his popularity is declining," the source said.

PUTIN'S POPULARITY

For Putin, who has used his popularity to justify his plan to run for the presidency in the March 4 presidential election, that may be a hard thing to accept.

Putin still remains Russia's most popular politician and though his ratings are high by Western standards, they are low according to Putin's own expectations.

Russia's biggest independent pollster, Levada-Center, said 63 percent of Russians approved of his activities as prime minister in a poll carried out on Dec 16-20.

But that is just three percentage points above the lowest level since August 2000, when he was dogged by the botched reaction to a naval disaster that killed all 118 crewmen aboard the submarine Kursk.

"They are worrying and they are nervous," said Mikhail Kasyanov, who served as prime minister under Putin for four years before joining the opposition. "And they really do have something to be worried and nervous about."

CHATTERING MONKEYS?

Putin seems intent on riding out the protests. While tens of thousands turned out for the second time on two weeks on Saturday, he is likely to take comfort from the fact that there was not a huge increase in the numbers.

Tens of thousands protested in cities across Russia on December 10. On Saturday, organizers said they had gathered 120,000 in Moscow though the police put the number at 30,000.

The truth may lie somewhere in between: Russia's Navaya Gazeta opposition newspaper said its reporters counted more than 102,000 while estimates from state news agency RIA put the crowd at about 56,000.

Putin appears to reason that even though the protests are much larger than any he has faced before, it is still a relatively small percentage of the population that is protesting in a country of more than 140 million.

He is counting on the support of the many millions in the provinces who regard him as the man who restored order to Russia after the chaos of the decade that followed the collapse of the Soviet Union in 1991.

In a televised question and answer session with the Russian people, Putin used a reference to the chattering monkeys known as "Bandar Log" in Rudyard Kipling's Jungle Book to describe the protesters and said he thought the white ribbons which are the symbol of the election protests were condoms.

But Alexei Navalny, the most prominent leader of the divided opposition groups which refuse to negotiate with the Kremlin, turned Putin's comments back against the authorities.

"Hi all of you Bandar Logs and Internet hamsters: You were called Bandar Log but you came here today. But where is the chap who called us that?" Navalny, 35, told tens of thousands of people at the protest in Moscow's Sakharov Avenue.

Navalny's satire may excite the crowds and the thousands who read his blogs but there is still no leader of the fragmented opposition. As if to illustrate that, dozens of different leaders addressed the crowd in Moscow.

United or not, Navalny warned that there were enough people at the protest to take the Kremlin by force, though he quickly added that this was not the plan.

"If the authorities continue to cheat the people and thieves and if those two swindlers continue the usurpation of power - they have stolen it from the people - then the people will come and take it back because it is theirs by rights," he told Reuters.

So does he plan a revolution?

"It is not a revolution," he said. "The revolution, the illegal takeover of power, was implemented by Putin and Medvedev. Here there will be a legal return of power to the people."

She grew up in Elroy, Texas except for time in school. Elementary through 8th grade she attended Elroy School, and 9th grade through 12th grade she attended Austin High School. In addition to attending high school, Marcene continued her education at the University of Texas in Austin and graduated with a BA Degree in Business. She worked in and later managed family estate of farming, ranching and general merchandise store. Marcene enjoyed taking care of business affairs and volunteering. She was the daughter of John Walter Hokanson and Nora Norwall Mowinckle. Marcene married Hugh Barber Thaxton in 1972. She has two step-children, Leta Ann Thaxton Metzger and John Luther Thaxton, Sr., five grandchildren, thirteen great grandchildren, cousins Aprilla Hokanson, Jo Ann Gerron, Loraine Hokanson Borchers all of McKinney, Alton Hokanson of Dumas, her phone buddy/cousin Frances Batla of Austin, friends and caretakers Juan and Savina Beltran along with Janie Torrez. She became a charter member of Prince of Peace Lutheran Church in 1955. Through the years at Prince of Peace, she served as Church Council member, on the Social Ministry Committee, and was in charge of the Tape Ministry. Memorials may be made to Prince of Peace Lutheran Church, Austin. Visitation will be held Tuesday December 27, 2011 from 6 to 8 at Austin Peel and Son Funeral Home. Funeral Services will be held at 10:00am Wednesday December 28th at the Prince of Peace Lutheran Church in Austin. Burial will follow at Capital Park Cemetery.

In post-Soviet Russia, massive supercomputer programs you. (Sorry, we had to.) Recently, Russia?s Moscow State University contracted with high-performance computing company T-Platforms to create a ten petaflop cluster that?ll be operational in 2013. The computer would fall just short of the fastest supercomputer on Earth (the Japanese K Computer, which is rated at 10.51 petaflops) and will incorporate a mixture of different node types to achieve the ten petaflops. T-Platforms will reportedly build the nodes from Sandy Bridge or Ivy Bridge Xeon processors and NVIDIA?s next-generation Kepler GPU coprocessors, and Intel?s Many Integrated Core (MIC) architecture could also be included if it?s available during construction. The reason for the project? Unknown officially, but we?re guessing it?s just another reason for Putin to rip his shirt off and celebrate.

They were 8 for 8 on third downs and we had some very favorable down and distances. Third-and-8, third-and-10, third-and-12, third-and-13 and we weren?t able to get them off the field. That was really the thing that happened there in the first half. I thought the special teams played well through the first 30 minutes. Then in the second half they gave up the real long kickoff return to Sproles. . . That?s kind of where it got out of hand and got out of whack. We had way too many penalties. The penalties were very lopsided in terms of penalties committed against our team. Some of them happened in the red zone and knocked up behind the sticks and early in the ball game as well.

ON TRYING TO RALLY IN THE SECOND HALF LIKE THEY DID AGAINST CAROLINA: No doubt about it. We knew we had to come out and play one play at a time. We went out there and got an interception on that first series defensively, but the offense had a three and out. Then the next drive I believe they went down and scored on an 80-yard drive. They had way too many long drives where they were moving the ball in chunks.

ON THE PASS DEFENSE: We had some opportunities to get them on the ground twice there in the first half and he was able to get out. If you don?t get the pressure and affect Drew, he?s going to make the throws. That?s what they did today. Unfortunately, we did not play very well today. I know that our guys are disappointed in the way that we performed.

ON IF THE SAINTS RAN UP THE SCORE AT THE END: Drew Brees has had an outstanding season in terms of the number of yards that he?s thrown for. My hat is off to Drew. That?s a longtime record here in the NFL. He accomplished that tonight against us.

ON THE STATE OF THE DEFENSE: I hope it?s an aberration in terms of the way that we?ve been playing defense. We had some opportunities there in the first half where the ball was thrown. We had opportunities to intercept it and we didn?t intercept it and they were able to continue and keep their drives alive. It happened twice in the first half. We were not on top of our game in any phase in terms of our football team in my mind. We just weren?t playing very consistently. It was just not the type of effort that you want to have when so much is on the line in terms of what the outcome could have meant to our football team.

ON HOW HE FELT COMING INTO THE GAME: I felt like we have a very good week of preparation. I though the guys handled Christmas Day and Christmas break that we had built into our schedule. I didn?t see this coming. We didn?t play Atlanta Falcons football and the scoreboard indicates that.

ON WHY THEY DIDN?T RUN MORE NO-HUDDLE: I think we ran a little bit more than that (six plays). Early in the game we moved the ball down the field. In the third drive, we jumped into our no huddle. We moved the ball down the field, but we weren?t able to put it in the end zone. Then in the second half we ran some of our no huddle out of our 21 personnel package. We were running it not out of our 3-wide set. We were running it out of two-back, one-tight end set.

ON REGROUPING: It?s just like any other week. We have to make corrections. We have to evaluate the film. Believe it or not, there?s going to be some positives that you?re going to be able to take out of this game.

ON THE TEAM BEING TOO HAPPY ABOUT BEING IN THE PLAYOFFS: There was a lot to play for in this ball game in terms of seeding in the post-season tournament. Believe me, our internal goals are much higher than just making the playoffs and being a participant in the playoff field. We knew what was at stake tonight. We knew that we didn?t have complete control, but we had an opportunity if we would have taken care of business there would have been a potential to move up in the seedings. . . we are disappointed. But no, I don?t think it had anything to do with us becoming a member of the playoff picture and securing a spot. We were fighting our tails off before the ball game to try to enhance and get our seeding a little bit higher.

FOLLOWUP ON IF THE SAINTS RAN UP THE SCORE TO GET BREES THE RECORD: Again, guys I?m not going to comment on that in terms of running up the score. It?s our job to go out there and stop them. I doesn?t matter if they are running the ball or throwing the ball. The job of our defense is to go out and stop them. Again, my hat is off to Drew Brees. It?s a record that?s been long-standing. He?s had a great season.

Police: Florida man shot while trying to sell car

BOYNTON BEACH, Fla. -- Police say a South Florida man trying to sell his car was shot by the prospective buyer.

Boynton Beach Police spokeswoman Stephanie Slater says police called to the scene Sunday found the man standing next to his car and smoking a cigarette in spite of a gunshot wound to the upper left side of his chest.

The man told police he was selling his Cadillac and had taken a potential buyer for a test drive.

According to police, the buyer tried to rob the car's owner at gunpoint.

The owner told police he defended himself with a knife concealed in his cane before he was shot. The buyer fled on foot.

Slater says the Cadillac's owner was hospitalized and expected to live. Police are searching for the gunman.

LONDON (AP) ? Britain's Prince Philip will spend a fourth night in hospital Monday, as he recovers from treatment for a blocked coronary artery.

Queen Elizabeth II's 90-year-old husband is making "good progress," but will remain under observation at Papworth, a specialist heart hospital in Cambridge, a Buckingham Palace spokesman said Monday.

The spokesman, who spoke on condition of anonymity in line with policy, said there are no details on when Philip may be released.

Philip underwent a successful coronary stent procedure at the specialist hospital, where he was taken Friday after complaining of chest pains.

"The Duke of Edinburgh continues to make good progress from the procedure. He remains in hospital under observation and in good spirits," the spokesman said.

It was the most serious health scare suffered by Philip, who is known to be active and robust. He has continued to appear at many engagements, most recently taking a 10-day tour of Australia with the queen.

He missed the Royal Family's traditional Boxing Day shooting party on Monday at the queen's private Sandringham estate in Norfolk, an event he usually leads.

Six of Philip's grandchildren, including Princes William and Harry, visited him Sunday in the hospital.

Beltran, Cardinals agree to 2-year contract (AP)

ST. LOUIS ? Carlos Beltran and the World Series champion St. Louis Cardinals agreed to a two-year contract pending results of a physical, a move that would fortify the team's lineup following the departure of Albert Pujols.

The team disclosed the agreement Thursday night and said it expects to make a formal announcement shortly after the holidays.

KMOX, the Cardinals' flagship radio station, reported the deal is for $26 million over two years ? the same figure cited by a person familiar with the negotiations who spoke to The Associated Press. The person spoke on condition of anonymity because financial details of the agreement were not announced by the team.

The 34-year-old Beltran batted .300 with 22 home runs, 84 RBIs and a .385 on-base percentage for the New York Mets and San Francisco Giants this year. He likely will be the opening-day right fielder for the Cardinals next season. Lance Berkman is expected to move to first base, taking Pujols' spot.

Beltran and Berkman are switch-hitters, giving new manager Mike Matheny lineup flexibility.

Earlier this month, St. Louis re-signed shortstop Rafael Furcal to a two-year, $14 million contract and added left-handed reliever J.C. Romero with a one-year, $750,000 deal. The Cardinals appear to need only a few spare parts to finalize the roster.

After Pujols signed a $254 million, 10-year contract with the Los Angeles Angels, Cardinals chairman Bill DeWitt Jr. said he expected his team's payroll to perhaps exceed this year's total of $110 million.

Allen Craig, coming off an impressive postseason, gives the Cardinals another strong option in the outfield but will miss at least the first month of the season while recovering from knee surgery.

A six-time All-Star, Beltran began his career with the cross-state Royals in 1998, three years after Kansas City drafted him in the second round. The switch-hitter has a .283 career batting average with 302 home runs and 1,146 RBIs.

"Beltran is a proven outfielder who obviously has been a tough opponent against the Cardinals for many years," St. Louis general manager John Mozeliak said in a statement. "It is going to be nice to have his bat and competitive nature working for us instead of on the other side of the field for the next couple of years."

Beltran faced the Cardinals in a pair of NL championship series, in 2004 with Houston and 2006 with the Mets. St. Louis won both series despite several big hits by Beltran.

With a chance to put the Mets in the World Series, however, he struck out looking to end Game 7 of the 2006 NLCS against Cardinals right-hander Adam Wainwright.

MAQUOKETA, Iowa (AP) ? It's usually a low-key, even quiet affair.

Ron Paul enters a room almost furtively, his narrow shoulders hunched as he takes the stage. For 30 minutes, he delivers something close to an academic lecture on monetary policy, the dangers of overseas military entanglements, the power of the free market and, of course, the importance of freedom.

"You have a right to your life, a right to your liberty and the right to the fruits of you labor so you can keep what you earn," he says to cheers.

The crowd ? large by Iowa standards in a Republican presidential race ? listens, rapt. The Texas congressman takes questions and poses for a few photos, then disappears behind a door.

A Paul campaign rally is a decidedly stripped-down affair, with few signs, no theme song and a candidate more comfortable discussing a return to the gold standard than glad-handing. His libertarian message, given little attention nationally for most of his long political career, has struck a chord this year with voters angry over bank bailouts, government dysfunction and the burgeoning federal debt.

Voters seem to like what they hear, and some are even flirting with the notion that this unorthodox congressman could be in the White House. Polls find Paul topping the GOP field in Iowa less than two weeks before the state's kickoff caucuses ? his unconventional campaign attracting a coalition of tea party supporters, students and political independents looking for a candidate who can beat President Barack Obama.

"He's the only consistent conservative out there," said J.C. Weiand, a law student who attended a Paul rally in Fort Madison. "For 30 years, he's been preaching the same message. Now his time has finally come."

Voters largely tuned Paul out in 2008, when he placed a distant fifth in Iowa despite robust fundraising and a small but fiercely loyal grassroots base. Campaigning across eastern Iowa this week, the 76-year old former obstetrician says the political environment has changed over four years.

"The world is a different place, the economy is in a different place and the American people have changed their minds," Paul said to cheers in Maquoketa.

In an interview with The Associated Press, Paul refused to predict whether his campaign could be sustained over the long haul.

"Whether I can maintain it is the big question," Paul told AP. "Are we going to have enough money and do we have enough time? And what about the establishment? I'm attacking their largesse."

Republican operatives have largely dismissed Paul as someone too far outside the mainstream to win the nomination. His rivals for the GOP nomination have largely ignored him, although Mitt Romney and Michele Bachmann have criticized his foreign policy views.

Paul's libertarian, isolationist message does often stray far from the traditional Republican playbook.

He rarely mentions Obama at campaign events, blaming both political parties in Washington equally for running up debt.

"Republicans spent money when they didn't have it," he said in Washington, Iowa. "What was it, six or eight years they were in charge? The deficit still went up."

And Paul has doubled down on his criticism of military involvement overseas, even though his views are largely out of step with most GOP voters.

"We're going around aggravating a lot of people, bombing different countries," Paul told a crowd in Dubuque. "Military is militarism, the kind of thing (President Dwight) Eisenhower warned us about. He said watch out for the military industrial complex, they will always have to have an enemy."

As president, Paul says he would cut a staggering $1 trillion from the federal budget, audit and eventually eliminate the Federal Reserve, and shift money from the military budget to Social Security and some children's health programs. His pledge to repeal the Patriot Act draws applause, as does his vow to eliminate the Internal Revenue Service.

To be sure, Paul's campaign hasn't been entirely unconventional.

He's run attack ads against several rivals, especially Newt Gingrich, whom Paul has depicted as trading on contacts he developed as House speaker to enrich himself in the private sector. And Paul has benefited from a well-established network of supporters in Iowa left from his 2008 campaign.

With renewed interest comes renewed scrutiny.

Paul walked out of a CNN interview Thursday when pressed on statements that appeared in newsletters he published in the early 1990s, when he was on a hiatus from Congress. Paul has disavowed the statements and said he did not know who had penned them.

Among the statements: "Homosexuals, not to speak of the rest of society, were far better off when social pressure forced them to hide their activities." Another newsletter passage said "if you have ever been robbed by a black teen-aged male, you know how unbelievably fleet-footed they can be." Paul previously said such material was the work of ghostwriters, while acknowledging he bore "some moral responsibility" for it.

Confronted by a tearful breast cancer survivor on how he would ensure health insurance companies did not discriminate on the basis of a pre-existing condition, Paul suggested she rely on churches and charitable hospitals to ensure her continued care.

"You can't say to the insurance company, 'You have to insure me no matter what I have, I've had a prior disease,'" Paul said. "It's like me being on the Gulf Coast and not buying wind insurance until the hurricane's right off the coast."

The woman, Danielle Lin, 35, of Iowa City, said she had been ready to caucus for Paul until hearing his answer.

"There has to be a middle ground, there has to be regulation to protect American people from corporations," Lin said. "I love Paul's ideas, but there just has to be someone who gets the human piece of this."

Chronic School Absenteeism Linked to Mental Health Problems (HealthDay)

THURSDAY, Dec. 22 (HealthDay News) -- Children who miss school often are more likely to have symptoms of mental health problems as teens, a new study finds.

Researchers from the University of California, Los Angeles and colleagues compiled information on 17,000 students in grades 1 through 12.

The study found kids in second through eighth grades with mental health problems, such as antisocial behavior or depression, missed more school days than kids without those issues.

Middle and high school students who missed a lot of school were also more likely to be later diagnosed with mental health issues.

The study is in the journal Child Development.

"We've long known that students who are frequently absent from school are more likely to have symptoms of psychiatric disorders, but less clear is the reason why," said lead study author Jeffrey Wood, an associate professor of educational psychology and psychiatry at UCLA, in a Society for Research in Child Development news release. "These two aspects of youths' adjustment may at times exacerbate one another, leading over the course of time to more of each."

Because chronically missing school might influence the development of mental health issues and vice versa, researchers said programs that treat both mental health issues and school absenteeism are important.

Abercrombie & Fitch is trying to end their ongoing feud with Jersey Shore star The Situation, asking a judge to dismiss his lawsuit against the clothing retailer.

If you recall, the ongoing war between Sitch and A&F began back in August when A&F publicly offered to pay The Situation NOT to wear its overpriced duds.

A month later, Sitch (real name Mike Sorrentino) sued them, claiming it ripped off his "GTL" and "Situation" trademarks on a line of guido-mocking t-shirts.

Now, A&F is trying to put an end to the back-and-forth, claiming he had no right to sue them in the first place because he doesn't own those very trademarks.

He has applied for them, but doesn't own them. Big, legal difference there.

Moreover, A&F claims The Situation's application for "Gym Tan Laundry" has actually been suspended, because MTV already owns "Gym Tanning Laundry."

The US Patent & Trademark Office thinks they're too similar. Makes sense.

Trademarks aside, A&F insists its shirts are still protected under a law that allows parody as free speech ... in other words, the shirts are a harmless joke.

Christian Bale roughed up in bid to visit Chinese activist (Reuters)

BEIJING (Reuters) ? Actor Christian Bale was roughed up by Chinese security guards as he attempted to visit a blind legal activist whose detention has sparked a domestic and international outcry, CNN reported on Friday.

Bale, who plays crime-fighting superhero Batman, and a camera crew from CNN were jostled by men in plainclothes in Dongshigu village in eastern Shandong province, where activist Chen Guangcheng has been under house arrest for 15 months, according to a video released by CNN on its website.

"Why can I not visit this man?" Bale asked several security officers, while they were pushing him.

"You know, I'm not being brave doing this," Bale told CNN. "The local people who are standing up to the authorities and insisting on going to visit Chen and his family and getting beaten up for it, and my understanding, getting detained for it and everything. I want to support what they are doing."

CNN said the guards shadowed its van for more than half an hour.

The fate of Chen, a self-schooled advocate who has campaigned against forced abortions, has become a test of wills, pitting the Communist Party's crackdown on dissent against activists championing his cause and that of artist Ai Weiwei.

In recent months, dozens of supporters have been blocked from visiting Chen. Many were beaten by men in plain clothes.

CNN said that Bale, in China for the premiere of his latest film "The Flowers of War" made by Chinese director Zhang Yimou, approached the news network to try to meet Chen.

They took an eight-hour car journey to Chen's village from Beijing.

"This doesn't come naturally to me," Bale said to CNN. "But this was just a situation, I said, I can't look the other way."

China's Foreign Ministry did not respond to a faxed inquiry about Bale's visit.

It was not clear if the incident would have any impact on "The Flowers of War," which is China's Oscar entry for next year, or the release of Bale's new Batman film in the country.

China's film regulator, the State Administration of Radio, Film and Television, did not answer telephone calls seeking comment.

"INTRINSIC WEAKNESS"

In a later interview with CNN, Bale said: "It's amazing that a superpower like China is actually terrified of this man and shows such an intrinsic weakness within the fabric of the country."

"This kind of treatment ... represents the power structure and their attitudes towards their own citizens, which is disgusting," he said.

Internet users took to the Twitter-like microblogging service Weibo to applaud Bale's visit to see the "blind man." Authorities have blocked searches for "Chen Guangcheng."

"Mr Bale, I admire your courage and heart," said a microblogger called "Chen Xiaoying wants to support."

"But next time if you want to save a person, remember to wear your Batman suit. The Chinese official media will not report this, it's up to CNN to broadcast it."

Chen angered Shandong officials in 2005 by exposing a program of forced abortions as part of China's one-child policy. He was formally released in September 2010 after four years in jail on a charge of "blocking traffic."

"What I really wanted to do is to shake the man's hand and say 'thank you', and tell him what an inspiration he is," Bale told CNN.

Other Hollywood stars have also been active in criticizing Chinese policies. Actor Richard Gere is a strong supporter of Tibet, for example.

China does not take kindly to foreign criticism of its rights record. In 2008, Icelandic singer Bjork shouted "Tibet! Tibet!" at a Shanghai concert after performing her song "Declare Independence," angering the government and local fans alike.

As a young boy, Bale starred in "Empire of the Sun," a film set in World War Two about a British family in Shanghai.
