African Union head visits Central African Republic

BANGUI, Central African Republic (AP) - The leader of the African Union, Benin's President Thomas Boni Yayi, has proposed a government of national unity to resolve the rebel conflict in Central African Republic.

Boni Yayi arrived here Sunday to try to find a negotiated resolution to the country's crisis. The president of the African Union met with President Francois Bozize and then made an appeal to the rebels.

"I beg my rebellious brothers, I ask them to cease hostilities, to make peace with President (Francois) Bozize and the Central African people," said Boni Yayi at a press conference in Bangui, the capital. "If you stop fighting, you are helping to consolidate peace in Africa. African people do not deserve all this suffering. The African continent needs peace and not war."

Boni Yayi said that Bozize had pledged to have an open dialogue with the rebels with the goal of establishing a government of national unity, which would include representation from the rebels and the Bozize government.

Bozize also addressed the conference and said, although he plans to stay in power until his term ends in 2016, he is not against having the rebels enter a coalition government with him.

"We'll probably be able to set up a national unity government. I apologize to the suffering Central African people," said Bozize. "It is a message of peace to my brothers of Central African Republic, "said Bozize.

The African Union's leader arrived in Bangui when many feared there would be a fight over the capital, Bangui, a city of 600,000.

According to several families in Bangui, members of the Presidential Guard have kidnapped people suspected of supporting the rebels who have seized 10 cities in the country's north over the past three weeks.

A rebel spokesman, Col. Juma Narkoyo, warned Bozize: "We warn the head of state and his family to stop abducting our parents. They have nothing to do with it. If he wants to solve its problems, he comes to meet us on the ground. We expect firm feet. " H0e said that a dozen people have already been arrested in Bangui.

On his arrival in Bangui, Yayi Boni had a private meeting for more than two hours with Bozize in the VIP lounge of Mpoko airport, which is secured by French troops.

So far Boni Yayi has no meetings scheduled with rebels or with the democratic opposition.

Boni Yayi's diplomatic effort comes as France has deployed an additional 180 troops to protect its interests.

The French reinforcements arrived Sunday from nearby Gabon, bringing the total French military force in the capital, Bangui, to nearly 600, Col. Thierry Burkhard told The Associated Press Sunday. The troops are to protect French residents in the capital, which many fear will be attacked by the rebels.

As fears mounted that the rebels would attack Bangui, Bozize imposed a curfew from 7 p.m. until 5 a.m.

Bozize earlier appealed to France for help against the rebels, but French President Francois Hollande's government said it would only protect French interests and would not prop up the Bangui government.

As the rebels have made a rapid advance across the country's north, residents in the capital now fear the insurgents could attack at any time, despite assurances by rebel leaders that they are willing to engage in dialogue instead of attacking Bangui.

On Saturday the rebels seized the city of Sibut, 185 kilometers (114 miles) from Bangui.

Sibut, a key transportation hub, fell without a shot being fired because the Central African Republic army and forces from neighboring Chad had pulled back to Damara, 75 kilometers (46 miles) from Bangui on Friday, said Minister of Territorial Administration Josie Binoua.

Neighboring African countries have agreed to send more forces to support the Bozize government.

Representatives from the 10-nation Economic Community of Central African States, or ECCAS, agreed at a meeting in Gabon Friday to send forces to CAR, but did not did not specify how many troops would be sent or how quickly the military assistance would arrive.

The ECCAS states, with more than 500 soldiers via their regional peacekeeping force in Central Africa, over the weekend warned the rebels to halt their advances.

"ECCAS forces are on high alert, and the city of Damara is the limit not to cross," said Antonio Di Garcia, the ECCAS representative in Bangui. He urged the government forces and the rebels to hold to their current positions and to begin dialogue.????????????

?The ongoing instability prompted the United States to evacuate about 40 people, including the U.S. ambassador, from Bangui on an U.S. Air Force plane bound for Kenya, said U.S. officials who insisted on anonymity because they weren't authorized to discuss the operation.

The United States has special forces troops in the country who are assisting in the hunt for Joseph Kony, the fugitive rebel leader of another rebel group known as the Lord's Resistance Army. The U.S. special forces remain in the country, the U.S. military's Africa Command said from its headquarters in Stuttgart, Germany.

The evacuation of the U.S. diplomats came after criticism of how the U.S. handled diplomatic security before and during the attack on its consulate in Benghazi, Libya, on Sept. 11. The ambassador and three other Americans were killed in that attack.

French diplomats have remained in Bangui despite a violent demonstration outside its embassy last week. Dozens of protesters, angry at France's lack of help against rebel forces, threw rocks at the French Embassy in Bangui and stole a French flag.

This landlocked nation of 4.4 million people has suffered decades of army revolts, coups and rebellions since gaining independence in 1960 and remains one of the poorest countries in the world. The current president himself came to power nearly a decade ago in the wake of a rebellion in this resource-rich yet deeply poor country.

Bozize's government earlier reached out to longtime ally Chad, which pledged to send 2,000 troops to bolster Central African Republic's own forces.

The rebels behind the most recent instability signed a 2007 peace accord allowing them to join the regular army, but insurgent leaders say the deal wasn't fully implemented.

The rebels say they are fighting because of their "thirst for justice, for peace, for security and for economic development of the people of Central African Republic." The rebels also are demanding that the government make payments to ex-combatants.

Despite Central African Republic's wealth of gold, diamonds, timber and uranium, the government remains perpetually cash-strapped.

The United Nations Security Council condemned the violence and reiterated its demand that the armed groups "immediately cease hostilities, withdraw from captured cities and cease any further advance towards the city of Bangui."

(AP) ? Police suspect that a casino worker killed a 10-year-girl before going to a Las Vegas resort and allegedly slashing the face of a co-worker with razor blades.

The search for Jade Morris ended Friday afternoon when officials confirmed that it was her body that was found a day earlier in an undeveloped housing tract.

The Clark County coroner's office said she died of multiple stab wounds. Jade was last seen Dec. 21 with family friend Brenda Stokes Wilson, who picked her up to go Christmas shopping.

Wilson, 50, returned the car she had borrowed for the outing to a friend two hours later. Jade never came back. Investigators later found blood on the driver's door and steering wheel of the 2007 Saab sedan.

Later that night, Wilson was wrestled to the ground with razors in each hand after allegedly slashing the face of a female co-worker at the Bellagio casino.

A judge raised her bail from $60,000 to $600,000 Friday morning after she was identified as the prime suspect in the child's killing.

"It's no secret the defendant is the suspect in the murder of 10-year-old Jade Morris," prosecutor Robert Daskas told Senior Clark County District Court Judge Joseph Bonaventure at the hearing.

Later Friday, Las Vegas police homicide Capt. Chris Jones said investigators were still moving forward.

"As soon as we get all the evidence in that we need, we'll book her on the murder charges," he said.

Wilson has been jailed since the 21st on felony battery with a weapon, burglary and mayhem charges that could get her decades in prison.

Police said she offered no help in the search for the missing girl. Murder and kidnapping charges could get her life in prison without parole or the death penalty.

On Thursday, Las Vegas police responding to a 911 call found a girl's body in unkempt brush near palm trees in a small traffic circle about 10 miles from the downtown Las Vegas outlet mall where Stokes was to have taken the girl shopping.

On Friday evening, Jones called the slaying "unfathomable."

"Even having our jobs, we still can't wrap our heads around this," he said. "A lot of people think that just because of our positions we can understand it, but we can't."

In court Friday morning, Wilson stood flanked by eight police officers as her lawyer, Tony Liker, clutching a Bible and a copy of the charging documents, asked the judge to postpone arraignment until Wednesday to give him time to meet with Wilson.

Wilson, who had been identified by police and prosecutors as Brenda Stokes, told the judge Friday that her full name was Brenda Stokes Wilson.

Jade's father, Philip Morris, was removed from court Wednesday by armed court officers after shouting questions about his daughter's whereabouts to Wilson. He did not attend Friday's hearing.

The two dated for several years, and Jade had a long and trusting relationship with Wilson, according to the girl's grandfather, Philip Tucker.

Tucker said Philip Morris lived in Billings, Mont., and worked at a Flying J truck stop for more than a year. He would stay with Wilson when he visited Las Vegas, Tucker said.

Authorities have not disclosed a motive for the slaying. But Tucker said Wilson appeared to believe that the face-slashing victim had become romantically involved with Philip Morris.

Wilson picked up Jade for their shopping expedition around 5 p.m. Later, she got a ride with a friend to the Bellagio. She allegedly attacked her co-worker, Joyce Rhone, at around 9:30 p.m.

Rhone, 44, was hospitalized with deep cuts on her face, including one from her ear to the edge of her mouth.

Wilson told investigators that she visited her doctor last week, seeking to be admitted to a hospital "due to feeling like she wanted to hurt someone."

Delhi gang rape victim was planning her wedding, friends say

The Indian woman who died after she was violently gang-raped aboard a Delhi bus was planning to get married next year, according to reports.

Friends of the 23-year-old victim, whose name has not been released, told Agence France-Presse that she was engaged to the man she boarded the bus with on the evening of Dec. 16.

He, too, was badly beaten by the same men who would go on to rape and fatally injure his companion.

"They had made all the wedding preparations and had planned a wedding party in Delhi," friend and neighbor Meena Rai told AFP, adding that she and the victim had been shopping for wedding outfits.

The ceremony was reportedly due to take place in February.

The victim died of her injuries early on Saturday. She was cremated Sunday morning in Delhi, amid tight security and ongoing protests.

The Hindustan Times paid tribute to the young woman called variously "Nirbhaya," "India's daughter" and "the Braveheart" by Indian media.

"She was the entertainer of the household," the paper said, "perennially smiling" and a "brilliant student" who also enjoyed reality TV and fashion.

If she sounds like a normal young woman in life, in death she has become a symbol of the violence and injustice faced by millions of Indian girls and women.

According to the Hindustan Times, more than 20 women have been raped in Delhi since Dec. 16. A total of 635 rapes were reported to the city's police between January and November this year, the Press Trust of India said, already more than the 572 cases recorded in 2011.

Of the 754 suspects arrested in 2012, just one has so far been convicted, acording to PTI.

    Serious concerns have been raised about chemical weapons in Syria as unnamed US officials on Wednesday told NBC News that Syrian forces have loaded sarin, a deadly nerve gas, into bombs that can be dropped by planes.

    The officials said the bombs had not been loaded onto planes and there was not yet a decision from Syria's leader to use them.

    President Obama has said the use of chemical weapons in Syria is a ?red line? that would draw the US into the war. Embattled Syrian President Bashar al-Assad has denied that he?s planning to use them, unless international forces intervene. And Syrian officials have called recent accusations a ?pretext for intervention.?

    The international community is now debating if and how to respond to this latest development.

    As the situation unfolds, for many unfamiliar with sarin gas there may be some question as to what it is and just how deadly it can be. Though it?s classified as a weapon of mass destruction and is extremely lethal, it is not in the same league as nuclear weapons.

    ?Chemical weapons are not nuclear weapons. In order to produce a lot of damage they have to be distributed very efficiently. The problem with them is that they can be very deadly and efficient if used in population centers and their effects are indiscriminate,? says Daryl Kimball, executive director of the Arms Control Association.

    ?The explosion of a single chemical shell would not necessarily be a catastrophe if it went off accidentally at one of these storage sites, but the deliberate use of one chemical shell in a population center could be very deadly,? adds Mr. Kimball.

    Sarin is a colorless and odorless nerve agent that can be attached to missiles and artillery rounds and is primarily lethal when inhaled but can also penetrate skin and clothing.

    It evaporates quickly, though under the right conditions it can linger for up to five days. As a result, a sarin attack requires little clean up and areas affected by sarin can be quickly reoccupied, making it a desirable weapon for military units looking to advance without destroying infrastructure and equipment.

    It was first developed in Germany in 1938, but there was no known use of it as a weapon, until 1988 when Iraq used it against the Kurdish town of Halabja. The Iraqi military is also believed to have used sarin against Iran during the war between the two countries that spanned from 1980 to 1988.

    Most recently, it was used by the Japanese group Aum Shinrikyo which manufactured their own form of impure sarin gas and released it on the Tokyo subway in 1995. The attack killed 12 and injured at least 5,500 people.

    It?s unclear exactly how much damage would be caused were Syrian jets to drop bombs filled with sarin gas on an apartment block or populated area, but experts say the attack would likely be lethal and devastating, creating a major impact.

    Animal Figurines Found in Ancient Israel Temple

    Just outside of Jerusalem, archaeologists have discovered a cache of vessels and figurines inside a 2,750-year-old temple that could provide a rare window into religious rituals of the period, the Israeli Antiquities Authority (IAA) announced.

    The finds were uncovered at Tel Motza, an archaeological site being excavated ahead of the expansion of Highway 1, the main road connecting Jerusalem and Tel Aviv. The dig revealed part of a large building, believed to be a temple, and objects that date back to the era of the First Temple, which, according to the Hebrew Bible, was constructed by King Solomon in the 10th century B.C. and then destroyed 400 years later.

    "The ritual building at Tel Motza is an unusual and striking find, in light of the fact that there are hardly any remains of ritual buildings of the period in Judaea at the time of the First Temple," the directors of the dig, Anna Eirikh, Hamoudi Khalaily and Shua Kisilevitz, said in a statement.

    "The walls of the structure are massive, and it includes a wide, east-facing entrance, conforming to the tradition of temple construction in the ancient Near East: the rays of the sun rising in the east would have illuminated the object placed inside the temple first, symbolizing the divine presence within," the archaeologists added.     They said that they found a square structure they believe was an altar in the temple courtyard, and nearby they discovered fragments of vessels that were typically used in rituals, such as chalices, as well as figurines of human heads and harnessed animals, which still "require extensive research."

    It's rare to find artifacts from this early monarchic period in buildings that appear to be temples, equipped ritual platforms, the researchers say. Similar objects found elsewhere have been attributed to domestic rituals.

    "The finds recently discovered at Tel Motza provide rare archaeological evidence for the existence of temples and ritual enclosures in the Kingdom of Judah in general, and in the Jerusalem region in particular, prior to the religious reforms throughout the kingdom at the end of the monarchic period (at the time of Hezekiah and Isaiah), which abolished all ritual sites, concentrating ritual practices solely at the Temple in Jerusalem," the site's directors said.

    Clays on Mars: More plentiful than expected

    Dec. 20, 2012 ? A new study co-authored by the Georgia Institute of Technology indicates that clay minerals, rocks that usually form when water is present for long periods of time, cover a larger portion of Mars than previously thought. In fact, Assistant Professor James Wray and the research team say clays were in some of the rocks studied by Opportunity when it landed at Eagle crater in 2004. The rover only detected acidic sulfates and has since driven about 22 miles to Endeavour Crater, an area of the planet Wray pinpointed for clays in 2009.

    The study is published online in the current edition of Geophysical Research Letters.

    The project, which was led by Eldar Noe Dobrea of the Planetary Science Institute, identified the clay minerals using a spectroscopic analysis from the Mars Reconnaissance Orbiter. The research shows that clays also exist in the Meridiani plains that Opportunity rolled over as it trekked toward its current position.

    "It's not a surprise that Opportunity didn't find clays while exploring," said Wray, a faculty member in the School of Earth and Atmospheric Sciences. "We didn't know they existed on Mars until after the rover arrived. Opportunity doesn't have the same tools that have proven so effective for detecting clays from orbit."

    The clay signatures near Eagle crater are very weak, especially compared to those along the rim and inside Endeavour crater. Wray believes clays could have been more plentiful in the past, but Mars' volcanic, acidic history has probably eliminated some of them.

    "It was also surprising to find clays in geologically younger terrain than the sulfates," said Dobrea. Current theories of Martian geological history suggest that clays, a product of aqueous alteration, actually formed early on when the planet's waters were more alkaline. As the water acidified due to volcanism, the dominant alteration mineralogy became sulfates. "This forces us to rethink our current hypotheses of the history of water on Mars," he added.

    Even though Opportunity has reached an area believed to contain rich clay deposits, the odds are still stacked against it. Opportunity was supposed to survive for only three months. It's still going strong nine years later, but the rover's two mineralogical instruments don't work anymore. Instead, Opportunity must take pictures of rocks with its panoramic camera and analyze targets with a spectrometer to try and determine the composition of rock layers.

    "So far, we've only been able to identify areas of clay deposits from orbit," said Wray. "If Opportunity can find a sample and give us a closer look, we should be able to determine how the rock was formed, such as in a deep lake, shallow pond or volcanic system."

    As for the other rover on the other side of Mars, Curiosity's instruments are better equipped to search for signs of past or current conditions for habitable life, thanks in part to Opportunity. Wray is a member of Curiosity's science team.

    Senate Bill 5 Demeans University Education

    Senator Russell Olson (R-8/Wentworth) declares his view that our public universities are mere vocational schools:

    Section 2. The Legislature hereby finds, and declares to be the public policy of this state,?that the purpose of public postsecondary education is to provide the following:

    1. A workforce that meets the current and prospective needs of the state's economy;
    2. Affordable postsecondary educational opportunities for all state citizens;
    3. Access to postsecondary education programs that serve to increase the educational?attainment of the state's citizenry and thereby enable citizens to provide leadership?in all sectors of life in the state; and
    4. A foundation upon which the state can grow the development and innovation?capacities of the state's economy.

    Section 3. The Legislature hereby recognizes that the current goals for public postsecondary?education systems and institutions are as follows:

    1. To increase the number of graduates for the state's workforce; and
    2. To increase the growth capacity of the state's economy by increasing the innovation?and development capacity of the state and by increasing the skills of the state's?current workforce.

    Such are the declarations at the top of Senate Bill 5, introduced by Sen. Olson and colleagues on behalf of the interim committee that met this summer to discuss the purpose and funding of higher education in South Dakota. In the eyes of this bill, the liberal arts, the humanities, the broadening of creativity and culture have no central role in university education. Senate Bill 5 says the point of public university education boils down to the economy, to churning out workers and GDP.

    The bill creates a Council on Higher EducAtion Policy Goals, Performance, and Accountability (CHEAP-GPA?) to make sure our public campuses pursue the enumerated purposes and goals. The state will promote its narrow-minded vision of the purpose of higher education by offering the campuses performance funding. The amount of performance funding our public universities receive will hinge on two simple metrics: the number of science, technology, engineering, and math graduates; and the growth of spending on research.

    Now the purpose statement includes the blanket language about promoting "leadership" in all sectors of life in South Dakota. The performance funding mentions other "critical areas" that the CHEAP-GPA may identify. But the liberal arts clearly are not "critical" enough to warrant the specific mention that STEM and the workforce get in Senate Bill 5. This legislation is just one more sign that our legislators don't understand the true nature of university education. They want to narrow the universe of knowledge and culture that should be at the core of every university's mission to a checklist of workforce metrics that serve no higher purpose than Gross Domestic Product.

    But hey, if you want to streamline South Dakota's university system to focus on vocational training, go right ahead. Professors and students seeking something richer in their lives than a paycheck will simply seek their fuzzy-headed notions of philosophy, creativity, beauty, and the greater good elsewhere.

    Report: Thousands Of Nintendo Consoles Stolen ... - Game Informer

    ABC News is reporting that $2 million worth of Wii consoles have been stolen from a Nintendo distribution site in Seattle.

    ?I?ve been a cop for 28 years, and I?ve never seen anything like this. This has come straight out of the movies,? says Sgt. Cindy West in ABC's article. Presumably, the article means to say "Wii U" instead of "Wii" throughout ? kind of like the way some people just call any gaming console a Nintendo, PlayStation, or Xbox. After all, I can't imagine that the original Wii is in enough demand to justify the theft.

    The thieves reportedly drove into a warehouse housing the consoles on Saturday night, then loaded up two large trucks using forklifts. The whole process seems pretty conspicuous ? no Ocean's 11-style subtlety here ? but the theft remained undetected until noon on Sunday.

    In light of this news, here's a holiday shopping tip: If you're buying a Wii U as a gift, get it from a reputable retailer, not from someone who smells like diesel and drives a forklift.

    N.C. Gov. Bev Perdue is scheduled to be in Forsyth County on Wednesday for what?s expected to be an announcement that Herbalife Ltd. is bringing 500 jobs and a $100 million manufacturing and distribution hub to Winston-Salem, The Business Journal of the Triad reports.

    As the paper previously reported, Herbalife International (NYSE:HLF), a California-based maker of weight-loss, nutritional and personal care products, has been eyeing sites in Winston-Salem and Atlanta for the hub, which the company would use to bulk up its East Coast operations.

    Depending on your flight schedule you might have a stopover in another EU country or even in Scotland, hence there might be no customs checks on your destination airport. As an example, when i fly to Berlin I do so via Helsinki, Frankfurt, Zurich or where ever, and as my flight to berlin comes from an EU country there are usually no customs checks in Berlin. But don't rely on that!

    Gun Company Investors Include Teachers' Retirement Funds

    Gun manufacturers have enjoyed lucrative growth in recent years, a trend now under scrutiny after the massacre of 20 children inside a Connecticut elementary school. Investors in the industry include one group that now stands out conspicuously: public school teachers, via their pension funds.

    According to a Huffington Post survey of public databases, several of the nation's largest teachers' retirement systems -- including those in California, New York and Texas -- hold tens of millions of dollars worth of stock in two publicly traded gun manufacturers, Sturm, Ruger & Co. and Smith & Wesson Holding Corp.

    The California Teachers Retirement System has also committed more than $700 million toward private equity funds managed by Cerberus Capital. Over the last six years, Cerberus has amassed a holding company, the Freedom Group, which has purchased some of the nation's most prominent firearms brands. According to securities filings, the Freedom Group owns Bushmaster, the company that built the rifle that law enforcement authorities say was used in Friday's shooting spree in Connecticut.

    UPDATE: Early Tuesday morning, Cerberus announced plans to sell that stake, calling the Connecticut massacre "a watershed event that has raised the national debate on gun control to an unprecedented level."

    That decision came on the heels of a Monday statement from the California State Teachers Retirement System that it was examining its $751.4 million investment in Cerberus, appearing to raise the prospect of a sale.

    "At this point our investment branch is examining the Cerberus investment to determine how best to move forward given the tragic events of last Friday in Newtown, Connecticut," a spokesman for the public pension fund manager said in an email sent to Reuters.

    Teachers' retirement funds in California, New York and Texas did not respond to requests for comment Monday afternoon. Representatives for the gun manufacturers and Cerberus Capital Management did not respond to requests for comment.

    Tallying the total of these pension funds' investments in the firearms industry is difficult, if not impossible: Most American gun manufacturers are privately held companies. As such, most are not obligated to publicly disclose the names of investors.

    But a sampling of major investors listed in legal disclosures by the two publicly traded companies, as well as the Freedom Group, reveals the degree to which they are drawing on broad areas of American commerce for sustenance. Even as teachers across the country recoil at the carnage in Connecticut, many -- unwittingly or otherwise -- now have their retirement finances linked to the fortunes of gun manufacturers, whose surging sales are at the center of an intensifying debate over gun control.

    Pension systems for public school teachers are so enormous and diversified that gun manufacturers make up only a thin slice of their total holdings. The California State Teachers' Retirement System is valued at $155 billion and the New York State Teachers' Retirement System has net assets of more than $88 billion.

    The teachers' holdings are also dwarfed by other prominent financial players. The largest stockholders in Sturm Ruger include The Vanguard Group, one of the nation's largest 401(k) providers, and Black Rock Inc., which own more than 5 percent and 7 percent of the company's stock, respectively. Black Rock also has a 5 percent stake in Smith & Wesson Holding Corp.

    Black Rock did not respond to requests for comment. A spokesman for Vanguard, David Hoffman, said the company will always appear to have a larger investment in any given corporation because it pegs investments to certain stock index funds. Therefore the investment in a company such as Sturm Ruger doesn't necessarily reflect an active position, he said.

    Hoffman added that investors who invest in actively managed funds can choose to invest in a social index fund, which screens out companies such as firearms manufacturers based on "certain social, human rights, and environmental criteria."

    Still, in gross terms, the teachers' pension funds own large numbers of shares in firearms companies.

    New York's teacher retirement system, for example, owns more than 84,000 shares in Sturm, Ruger & Co., according to its most recent financial documents, yielding a market value of more than $3.3 million.

    California's system holds more than 100,000 shares in both Sturm Ruger and Smith & Wesson Holding Corp., equating to a combined market value of more than $6 million.

    Both Sturm Ruger and Smith & Wesson have seen their stock prices soar over the past year. Sturm Ruger's stock price more than quadrupled from the beginning of 2011 until late November, jumping from $15 per share to more than $58 per share. Smith & Wesson's share price more than tripled over the same time period.

    Shares of both companies fell Monday on the New York Stock Exchange. Smith & Wesson lost 5.2 percent; Strum Ruger declined 3.45 percent.
