How To Use Duck Decoys In Your Decoy Spread

By: TONY

So, what is the best decoy spread you ask? I believe the key to a good decoy spread is one that looks natural and realistic. The best way to accomplish setting up a decoy spread that looks natural and realistic is trial and error. You must be willing to change things up when ducks are not committing to your decoy spread. This is probably the one thing that most hunters fail to do. If the ducks are just flying past your spread, something doesnt look right to the them. Even if it is just adding or removing a few decoys, changing the direction the decoys are facing, or even spreading or bunching up the decoys. Just a little change can be the difference between a successful hunt or heading home empty handed.
Lets break down a duck decoy spread. There are many different duck decoys on the market, ranging from size, species, and body position. I usually just concern myself with species and a few different body positions when purchasing decoys. The main thing is to scout your hunting area before hand to determine what duck you have in your area. To keep your decoy spread looking as natural as possible, you want to make sure you use duck decoys that match species in your area. Dont limit yourself to one particular species of decoy you want to hunt. Mix it up with a few other species that are in the area. Its not natural looking for just one type of duck to be on the water. Just remember to keep like decoys grouped together. As for the number of decoys to use, there is no magic formula, so trial and error will be your determining factor. I like to start with of my decoys as the predominant species I am going for and non-predominant. Remember to be willing to make changes if the ducks are just passing by.
Adding motion to your decoy spread is another thing to consider. Since it is not realistic for a duck to sit there on the water motionless, it only makes sense to add some movement to your spread, especially on those calm days. There are several ways to add motions to you decoys. One way is to use motorized decoys. There are 2 basic types of motorized decoys. Spinning wing decoys and motorized floating decoys. The spinning wing decoys add motion by simulating a landing duck. These decoys sit on a pole a couple of feet above the waters surface and add visual motion to the decoys spread. The motorized floating decoys come in several styles such as vibrating feeders, bobbing decoys, and floating spinning wing decoys just to name a few. These motorized floating decoys add ripples to the waters surface to give overhead ducks the image of movement. Another way to add motion is to manually create motion by using a jerk cord. A jerk cord is a line that is connected to a few decoys on one end and the other end is run to you blind. When you tug on the line it causes the decoys to jerk and make ripples. Whichever way you decide to add motion to your decoys is up to you and will help add realism to your spread. Again, be willing to change it up if the ducks are not committing to your decoys.
Now lets talk about the shape of your decoy spread and creating a landing zone. There are 3 basic shapes to a decoy spread. The J, C, and U shape. With any shape you use, you need to create an effective landing zone for the ducks to land. Ducks will always land with their face to the wind. So keep this in mind when setting up your decoy shape. You want to make the opening of whichever shape you use to go with the wind. Meaning if the wind is coming out of the north you would want to face the opening of your decoy spread to the south. Think of it as a runway for the ducks to land. You want to try to keep it clear for landing. Again, there is no magic formula. Trial and error and willingness to change it up will help determine what works best.
Here is a quick rundown of how I setup my decoys. If you are interested in the duck decoys I use, Click here. Once I get to my blind I set out a wind driven spinning wing decoy. I set this up first in a location that I want the ducks to land and within shotgun range. This helps me determine wind direction and gives me a starting point for laying out my decoy spread shape. Next I begin setting out my decoys around the wind driven decoy in a shape that fits the water and terrain layout. Once I have laid out all the floating decoys, I place a remote controlled motorized spinning wing decoy within the landing zone and throw out a few motorized floating feeder decoys on either end of the spread. Then settle in to hunt and make changes as needed.

Bellator?s Rick Hawn says sponsor stopped check after loss to Michael Chandler

UPDATE: MMA Fighting reports that HTFU, a clothing brand, has agreed to pay Hawn.

Bellator's Rick Hawn lost to Michael Chandler last Thursday in a title fight. Hawn, an Olympian in judo, was submitted in the second round. The fight was a part of Bellator's first broadcast on Spike, and was viewed by just under a million viewers.

Still, Hawn says one of his sponsors wasn't happy his performance, and stopped his check.

So one of my main sponsors from my fight canceled his check cuz he wasnt happy with the outcome or my performance. Read his explanations below.

"At this point, a stop payment has been placed on check which cannot be cashed or deposited now"

"I will not comment on Rick and his fight. That is not my place. But what I will tell you is this: I took a huge chance with him. TV exposure was great?but it only holds weight if he wins or puts on a good show. Neither happened. At the end of the day?not one sole (sp) will run to [my] store and buy product because they [saw my logo and saw] Rick loose (sp) the fight. I've made it my career and business to know what nets a return on investment for the brand?and this is the number 1 reason why I DO NOT hand out money or product to fighters."

Its funny how all my pics wearing his product are still up on his company pages even after he says and does all this stuff!!

A lawsuit is pending so I cannot comment on who it is just yet but stay tuned.

This isn't a sponsor dropping a fighter after a bad performance or two. It's a sponsor making a deal to pay a fighter, and then breaking that deal.

When a sponsor signs on with a fighter, it's a risk. That fighter may lose. That fighter may get injured, or not perform the way you or your company want him to. But that's the risk you take when getting involved with MMA or any sport where companies sponsor individual athletes.

When Cain Velasquez's sponsors signed onto the UFC heavyweight champion's fight on Fox last November, they knew there was a chance he would be knocked out in the first round. They took that risk because the rewards of being associated with the champ are so great. Hawn's sponsor did the same.

Hawn's sponsor wants to have it both ways -- get the glory of working with a winner without the risk of having a loser on their payroll. It doesn't work that way. Hopefully, Hawn's lawsuit will expose the business for being so low.

Thanks, Bloody Elbow.

AT&T to buy Alltel operations for about $780M

(AP) ? AT&T Inc. said Tuesday that it has reached a deal to buy remnants of the Alltel wireless network for about $780 million to boost its spectrum holdings in rural areas.

The Dallas-based phone company is buying the licenses, retail stores and network assets, along with about 585,000 subscribers, from Atlantic Tele-Network Inc. The news sent the Beverly, Mass.-based company's shares up $4.73, or 12 percent, to $44.10 in late afternoon trading. AT&T shares added 30 cents to $33.74.

The network, operated under the Alltel brand, covers about 4.6 million people in mainly rural areas across six states ? Georgia, Idaho, Illinois, North Carolina, Ohio and South Carolina. It generated revenue of about $350 million for the first nine months of 2012.

Alltel was a wireless network that operated in 34 states until it was bought by Verizon Wireless in 2009. Federal regulators made Verizon sell off parts of the network to AT&T and ATN.

Analyst Christopher King at Stifel Nicolaus observed that ATN bought its six-state holdings for $223 million in 2010, meaning it more than tripled its money in three years.

AT&T said it expects that as it upgrades the network in the acquired areas, mobile Internet service will improve for both Alltel and AT&T customers. However, it will need to convert the cell towers from the "CDMA" technology Alltel uses to the "GSM" technology AT&T's network uses. That means Alltel subscribers will need new phones.

The deal remains subject to approval by the Federal Communications Commission and Department of Justice. The companies said they expect the deal to close in the second half of the year.

AT&T said it doesn't expect the cost of buying and integrating Alltel to significantly affect its earnings or cash flow.

Health News - Overlooked ugly cholesterol causes heart disease

THE GOOD, THE BAD AND THE UGLY

The risk of ischemic heart disease ? the leading cause of death worldwide ? is three times higher in persons with high levels of the so-called 'ugly' cholesterol. This is the finding of a new study of 73,000 Danes, which is shedding light on a long debate on this topic. The results have just been published in the Journal of the American College of Cardiology.

According to World Health Organization estimates, 17 million people die yearly from cardiovascular disease.

Most individuals are aware that high cholesterol is life-threatening. But very few know which type of cholesterol is the most frequent killer. Cholesterol is divided into 'the good' HDL cholesterol, 'the bad' LDL cholesterol and 'the ugly' cholesterol. It is the so-called 'ugly cholesterol' ? also called 'remnant cholesterol' ? that is a really bad guy.

"LDL cholesterol or 'the bad' cholesterol' is of course bad, but our new study reveals that the ugly cholesterol likewise is the direct cause of atherosclerosis resulting in ischemic heart disease and early death. By examining 73,000 persons, we found that an increase in the ugly cholesterol triples the risk of ischemic heart disease, which is caused by lack of oxygen to the heart muscle due to narrowing or blocking of the coronary arteries," says Professor B?rge Nordestgaard, Chief Physician at Copenhagen University Hospital and Clinical Professor at the Faculty of Health and Medical Sciences at University of Copenhagen.

"I hope that this new knowledge will lead to better preventive treatment including lifestyle changes, as more than one in five individuals in affluent countries suffers from high ugly cholesterol. We also hope that the pharmaceutical industry will develop new drugs targeted specifically at raised ugly cholesterol levels," he emphasises.

Widespread disease worldwide

In Denmark alone, 20,000 persons are diagnosed with ischaemic heart disease every year, and some 150,000 Danes are currently affected by the disease. According to World Health Organization estimates, 17 million people die yearly from cardiovascular disease ? the most frequent cause of death in the world. Ischemic heart disease is the most common cardiovascular disease.

"High ugly cholesterol is the result of high blood levels of normal fat (triglycerides). The most important cause of high ugly cholesterol is overweight and obesity. Persons with high ugly cholesterol should therefore be advised to lose weight, but drugs such as statins and fibrates may also lower levels of ugly cholesterol in the blood," says B?rge Nordestgaard.

Samples from 73,000 Danes with mutations

Anette Varbo, physician and PhD student at Copenhagen University Hospital, has been part of the research team behind the new findings. She says that the findings shed light on a long-standing debate among researchers on the so-called triglycerides, atherosclerosis and cholesterol.

"To be able to examine the relationship between ugly cholesterol and heart disease, we have used blood samples from persons having a mutation which means that they suffer from high ugly cholesterol their entire life. The research findings do therefore not depend on their lifestyle patterns in general. Unhealthy lifestyle factors such as smoking, fatty foods and overweight all increase the risk of heart disease, and the blood samples from persons having these mutations thus give the most accurate results," says Anette Varbo.
?
The scientific article is based on the following three population studies: the Copenhagen General Population Study, the Copenhagen City Heart Study and the Copenhagen Ischemic Heart Disease Study.

Woman's Dying Wish For Her Cat is Fulfilled | Life With Cats

Nancy Cocker?s wish for her cat Oscar has been carried out thanks to the efforts of a relative, a friend, a neighbor, the local newspaper and a member of the community who was acquainted with the family friend.

Before Nancy died at the age of 97 within the last couple of years, she make her wishes known, that Oscar would never return to life at the shelter. The Stannington, UK resident adopted Oscar from the RSPCA two years ago. Oscar has special requirements and would likely be difficult to place; he is missing a leg and is FIV positive.

When Nancy died, her 77 year old son Peter Cocker took Oscar in. Peter died on New Years Eve 2012, leaving Oscar again in need of a home. Solicitors handling Nancy?s estate and will allowed Oscar to stay in her house but said he had to be out before last Monday, January 14, because the house was going to be closed up at that time.

Family friend Liz Sellwood took it upon herself to seek arrangements for Oscar, with only days to spare. A rehoming centre contacted by the law firm agreed to take the cat but Liz wanted to honor her friend?s wishes for her feline companion. The Sheffield? Star published a feature on the search for a home for Oscar on Friday the 11th, accompanied by a photo of Oscar with Liz.

Liz is quoted in The Star saying, ?When Nancy was 95 her dog died and for company she got a house cat, who she loved. It was always her wish that the cat would never go back to the RSPCA or any other animal shelter.?

?When she died her son said he would look after the cat, but he died on New Year?s Eve, leaving us trying to fulfill Nancy?s last wish for her cat ? to find it a loving home.?

Oscar was described as an affectionate lap cat who needed a home ideally without young children or other cats.? Liz was not the only friend helping Oscar, a neighbor fed and sat with him as he remained in his home alone.

Thanks to publicity from The Star, and to the photo of Oscar with Liz, the cat found a home in time to keep him from going to the shelter.? Carolyn Beeden recognized Liz from an aqua-fitness class the two women participated in together a while back. She thought to herself ?why not??, and agreed to take Oscar in at her family?s Hillsborough home.? She told The Star, in a followup article, ?I?m glad we did because he?s now settling in really well. He has particularly taken to my son, Michael.?

The Age of Small Business | World of Psychology

The Age of Small BusinessEvery single entrepreneur on the face of this earth is actually writing a book. And the nature of that book must begin right now. Where you are. With the question: what do I wish to say?
~ Michael E. Gerber

The United States was founded on a system of free enterprise in order to cultivate freedom and opportunity. A free enterprise economy matters since it enables individuals to achieve success, to ?plant their own seed,? and to leave a mark on others? lives. This foundation is based upon the voluntary exchange of goods and services, where both parties benefit from this transaction.

With our recent economic woes, unemployment is still a relevant issue. This has taken an emotional toll on fathers and mothers who struggle to put food on the table. College graduates, who?ve spent several years working diligently toward a degree, are having trouble finding positions in their desired fields. Then there are those who have stopped looking for work altogether.

Maybe this is the time that lends itself to a ?call to action,? where individuals can take a leap of faith and personally invest in their pursuit of happiness. Aspiring entrepreneurs, inventors and dreamers, of all kinds, must take initiative.

In a blog post in Psychology Today, Marilyn Price-Mitchell, Ph.D, discusses how teens learn: ?We now know that learning to overcome challenges during adolescence develops initiative, an important characteristic of how we successfully pursue goals,? she says.

While trying not to confuse initiative with achievement, Price-Mitchell advocates that initiative is one?s inner ability to move forth with purpose. As adolescents grow into young adults, they realize the power of choice. By choosing to participate in activities that illustrate creativity, dignity and autonomy, they will feel internally rewarded. Price-Mitchell is a firm believer in encouraging teens to challenge themselves and seize the potential to think critically, while also learning to get along effectively with peers and adults.

?They may be judged by others and given feedback that prompts an adjustment to strategies or behavior,? she notes. ?These are important, valuable experiences that help adolescents learn to propel themselves forward.?

What drives initiative? Particular attributes are needed in order to exert control, and to go the extra mile in developing a business of one?s own. (Forbes contributor Eric T. Wagner lists seven in particular in his article 7 Traits of Incredibly Successful Entrepreneurs.)

Wagner stresses the significance of persevering and staying focused on your journey, even when the finish line appears a bit out of reach and overwhelming. ?Are things going to look impossible for you as an entrepreneur? You better believe it,? he writes. ?Will you feel like giving up and throwing in the towel? Absolutely. But do you need to fight off the urge to quit and keep pressing on? Yes!?

Small business guru Michael E. Gerber draws parallels with starting your own company to writing your own book in his article, Traits of a Truly Entrepreneurial Mindset. Just as the process of writing asks you to think of the kind of wisdom you wish to impart to the reader, starting a company requires similar questions to be asked.

?Your business is a product of how you, its creator, think about it: what it sells, what it does, how it does it, who your people are, and how you help them grow,? Gerber said.

?The year is young. Possibilities are everywhere.
Do you have any interesting business ideas?

The Private Automobile Insurance coverage is 1 of the fastest expanding sectors. It is compulsory for every car owner right here to have this registered insurance coverage. The amount of coverage would, of course, depend on the worth and type of car. The state vehicle registration and year of manufacture are also essential in order to access the best car insurance policies available in the nation. The Two Wheeler Insurance coverage truly brings coverage to accidental insurance coverage for drivers of two wheelers. Two wheelers have a single of the highest rates of meeting with collisions and any cost of individual damage can be counteracted with the correct insurance utilized.

Endorphins Addict: When it all should end.

Years
ago, Charlie, a highly respected orthopedist and a mentor of mine,
found a lump in his stomach. He had a surgeon explore the area, and the
diagnosis was pancreatic cancer. This surgeon was one of the best in the
country. He had even invented a new procedure for this exact cancer
that could triple a patient?s five-year-survival odds?from 5 percent to
15 percent?albeit with a poor quality of life. Charlie was uninterested.
He went home the next day, closed his practice, and never set foot in a
hospital again. He focused on spending time with family and feeling as
good as possible. Several months later, he died at home. He got no
chemotherapy, radiation, or surgical treatment. Medicare didn?t spend
much on him.

It?s not a frequent topic of discussion, but doctors die, too. And they don?t die like the rest of us. What?s unusual about them is not how much treatment they get compared to most Americans, but how little. For all the time they spend fending off the deaths of others, they tend to be fairly serene when faced with death themselves. They know exactly what is going to happen, they know the choices, and they generally have access to any sort of medical care they could want. But they go gently.

Of course, doctors don?t want to die; they want to live. But they know enough about modern medicine to know its limits. And they know enough about death to know what all people fear most: dying in pain, and dying alone. They?ve talked about this with their families. They want to be sure, when the time comes, that no heroic measures will happen?that they will never experience, during their last moments on earth, someone breaking their ribs in an attempt to resuscitate them with CPR (that?s what happens if CPR is done right).

Almost all medical professionals have seen what we call ?futile care? being performed on people. That?s when doctors bring the cutting edge of technology to bear on a grievously ill person near the end of life. The patient will get cut open, perforated with tubes, hooked up to machines, and assaulted with drugs. All of this occurs in the Intensive Care Unit at a cost of tens of thousands of dollars a day. What it buys is misery we would not inflict on a terrorist. I cannot count the number of times fellow physicians have told me, in words that vary only slightly, ?Promise me if you find me like this that you?ll kill me.? They mean it. Some medical personnel wear medallions stamped ?NO CODE? to tell physicians not to perform CPR on them. I have even seen it as a tattoo.

To administer medical care that makes people suffer is anguishing. Physicians are trained to gather information without revealing any of their own feelings, but in private, among fellow doctors, they?ll vent. ?How can anyone do that to their family members?? they?ll ask. I suspect it?s one reason physicians have higher rates of alcohol abuse and depression than professionals in most other fields. I know it?s one reason I stopped participating in hospital care for the last 10 years of my practice.

How has it come to this?that doctors administer so much care that they wouldn?t want for themselves? The simple, or not-so-simple, answer is this: patients, doctors, and the system.

To see how patients play a role, imagine a scenario in which someone has lost consciousness and been admitted to an emergency room. As is so often the case, no one has made a plan for this situation, and shocked and scared family members find themselves caught up in a maze of choices. They?re overwhelmed. When doctors ask if they want ?everything? done, they answer yes. Then the nightmare begins. Sometimes, a family really means ?do everything,? but often they just mean ?do everything that?s reasonable.? The problem is that they may not know what?s reasonable, nor, in their confusion and sorrow, will they ask about it or hear what a physician may be telling them. For their part, doctors told to do ?everything? will do it, whether it is reasonable or not.

The above scenario is a common one. Feeding into the problem are unrealistic expectations of what doctors can accomplish. Many people think of CPR as a reliable lifesaver when, in fact, the results are usually poor. I?ve had hundreds of people brought to me in the emergency room after getting CPR. Exactly one, a healthy man who?d had no heart troubles (for those who want specifics, he had a ?tension pneumothorax?), walked out of the hospital. If a patient suffers from severe illness, old age, or a terminal disease, the odds of a good outcome from CPR are infinitesimal, while the odds of suffering are overwhelming. Poor knowledge and misguided expectations lead to a lot of bad decisions.

But of course it?s not just patients making these things happen. Doctors play an enabling role, too. The trouble is that even doctors who hate to administer futile care must find a way to address the wishes of patients and families. Imagine, once again, the emergency room with those grieving, possibly hysterical, family members. They do not know the doctor. Establishing trust and confidence under such circumstances is a very delicate thing. People are prepared to think the doctor is acting out of base motives, trying to save time, or money, or effort, especially if the doctor is advising against further treatment.

Some doctors are stronger communicators than others, and some doctors are more adamant, but the pressures they all face are similar. When I faced circumstances involving end-of-life choices, I adopted the approach of laying out only the options that I thought were reasonable (as I would in any situation) as early in the process as possible. When patients or families brought up unreasonable choices, I would discuss the issue in layman?s terms that portrayed the downsides clearly. If patients or families still insisted on treatments I considered pointless or harmful, I would offer to transfer their care to another doctor or hospital.

Should I have been more forceful at times? I know that some of those transfers still haunt me. One of the patients of whom I was most fond was an attorney from a famous political family. She had severe diabetes and terrible circulation, and, at one point, she developed a painful sore on her foot. Knowing the hazards of hospitals, I did everything I could to keep her from resorting to surgery. Still, she sought out outside experts with whom I had no relationship. Not knowing as much about her as I did, they decided to perform bypass surgery on her chronically clogged blood vessels in both legs. This didn?t restore her circulation, and the surgical wounds wouldn?t heal. Her feet became gangrenous, and she endured bilateral leg amputations. Two weeks later, in the famous medical center in which all this had occurred, she died.

It?s easy to find fault with both doctors and patients in such stories, but in many ways all the parties are simply victims of a larger system that encourages excessive treatment. In some unfortunate cases, doctors use the fee-for-service model to do everything they can, no matter how pointless, to make money. More commonly, though, doctors are fearful of litigation and do whatever they?re asked, with little feedback, to avoid getting in trouble.

Even when the right preparations have been made, the system can still swallow people up. One of my patients was a man named Jack, a 78-year-old who had been ill for years and undergone about 15 major surgical procedures. He explained to me that he never, under any circumstances, wanted to be placed on life support machines again. One Saturday, however, Jack suffered a massive stroke and got admitted to the emergency room unconscious, without his wife. Doctors did everything possible to resuscitate him and put him on life support in the ICU. This was Jack?s worst nightmare. When I arrived at the hospital and took over Jack?s care, I spoke to his wife and to hospital staff, bringing in my office notes with his care preferences. Then I turned off the life support machines and sat with him. He died two hours later.

Even with all his wishes documented, Jack hadn?t died as he?d hoped. The system had intervened. One of the nurses, I later found out, even reported my unplugging of Jack to the authorities as a possible homicide. Nothing came of it, of course; Jack?s wishes had been spelled out explicitly, and he?d left the paperwork to prove it. But the prospect of a police investigation is terrifying for any physician. I could far more easily have left Jack on life support against his stated wishes, prolonging his life, and his suffering, a few more weeks. I would even have made a little more money, and Medicare would have ended up with an additional $500,000 bill. It?s no wonder many doctors err on the side of overtreatment.

But doctors still don?t over-treat themselves. They see the consequences of this constantly. Almost anyone can find a way to die in peace at home, and pain can be managed better than ever. Hospice care, which focuses on providing terminally ill patients with comfort and dignity rather than on futile cures, provides most people with much better final days. Amazingly, studies have found that people placed in hospice care often live longer than people with the same disease who are seeking active cures. I was struck to hear on the radio recently that the famous reporter Tom Wicker had ?died peacefully at home, surrounded by his family.? Such stories are, thankfully, increasingly common.

Several years ago, my older cousin Torch (born at home by the light of a flashlight?or torch) had a seizure that turned out to be the result of lung cancer that had gone to his brain. I arranged for him to see various specialists, and we learned that with aggressive treatment of his condition, including three to five hospital visits a week for chemotherapy, he would live perhaps four months. Ultimately, Torch decided against any treatment and simply took pills for brain swelling. He moved in with me.

We spent the next eight months doing a bunch of things that he enjoyed, having fun together like we hadn?t had in decades. We went to Disneyland, his first time. We?d hang out at home. Torch was a sports nut, and he was very happy to watch sports and eat my cooking. He even gained a bit of weight, eating his favorite foods rather than hospital foods. He had no serious pain, and he remained high-spirited. One day, he didn?t wake up. He spent the next three days in a coma-like sleep and then died. The cost of his medical care for those eight months, for the one drug he was taking, was about $20.

Torch was no doctor, but he knew he wanted a life of quality, not just quantity. Don?t most of us? If there is a state of the art of end-of-life care, it is this: death with dignity. As for me, my physician has my choices. They were easy to make, as they are for most physicians. There will be no heroics, and I will go gentle into that good night. Like my mentor Charlie. Like my cousin Torch. Like my fellow doctors.??

HHS Proposes Rule to Broaden Health Insurance Eligibility in 2014

by Chris Curley on January 15, 2013

New guidelines from the U.S. Department of Health and Human Services (HHS) promise to streamline eligibility criteria for Medicaid and health-insurance marketplaces in advance of full implementation of health-care reform in 2014.

The new rules would give states additional flexibility in running their health exchanges (places where insurance companies can compete for people?s dollars) and make eligibility for Medicaid and Children?s Health Insurance Program benefits and appeals clearer.

Starting in 2014, adults who earn up to 133 percent of the poverty line ? $14,865 per year for a single person, or $30,656 for a family of four ? will be eligible to receive Medicaid benefits.

In addition, while all adults will be required to purchase health insurance or face a tax penalty in 2014, the new law will provide tax credits to help families who make up to 400 percent of the poverty line (around $92,000 for a family of four) purchase insurance.

?Before the health-care law was passed, millions of Americans were unable to obtain or afford quality health coverage,? says HHS Secretary Kathleen Sebelius . ?Today, we are proposing a rule to provide Americans with access to affordable, high-quality health coverage and give states more flexibility to implement the law in a way that works for them.?

Victims of Costa shipwreck mark anniversary

GIGLIO, Italy (AP) ? Survivors of the Costa Concordia shipwreck and relatives of the 32 people who died marked the first anniversary of the grounding Sunday with the unveiling of memorials to the victims, a Mass in their honor and a minute of silence to recall the exact moment that the cruise ship rammed into a reef off Tuscany.

The first event of Sunday's daylong commemoration was the return to the sea of part of the massive rock that tore a 70-meter (230-foot) gash into the hull of the ocean liner on Jan. 13, 2012. The boulder remained embedded in the mangled steel as the 112,000 ton vessel capsized along with its 4,200 passengers and crew.

As fog horns wailed, a crane on a tug lowered the boulder onto the reef off Giglio, returning it to where it belongs and affixed with a memorial plaque. Relatives of the dead threw flowers into the sea and embraced as they watched the ceremony from a special ferry that bobbed in the waves under a slate gray sky.

A land-based memorial was being unveiled after a Mass and ceremony honoring rescue crews. A minute of silence was scheduled for 9:45 p.m., the exact moment when the Concordia slammed into the reef after the captain took the ship off course in a stunt to bring it closer to Giglio.

The captain, Francesco Schettino, is accused of multiple manslaughter, causing a shipwreck and leaving the ship before all passengers were evacuated. He hasn't been charged but is living under court-ordered restrictions pending a decision on whether to indict him. Schettino maintains he saved lives by bringing the ship closer to shore rather than letting it sink in the open sea, and claims the reef he hit wasn't on his nautical charts.

Taking part in the anniversary commemoration is Capt. Gregorio De Falco of the Italian coast guard, who became something of a hero to survivors after his recorded conversations with Schettino during the evacuation were made public. In the conversations, De Falco excoriated Schettino for having abandoned the ship before all passengers were off and ordered him to return, shouting the now-infamous order "Go on board (expletive)!"

De Falco said he wanted to go to Giglio to "embrace the victims, and the relatives of the victims." De Falco, who has shied from all media attention since the disaster, said he did so out of respect for the victims.

"I don't want notoriety for this tragedy," he told RAI state television.

Also on hand was Kevin Rebello, brother of Costa waiter Russel Rebello, one of the two victims whose bodies were never recovered. Kevin Rebello spent weeks on Giglio in the aftermath of the disaster awaiting word of the fate of his brother and said he couldn't sleep ahead of Sunday's anniversary.

"I have been constantly thinking it is going to be again the same agony, even tonight, because it is going to be the same exact moment when all this happened," he told Associated Press on Sunday. "So my heart is beating a bit faster I guess."

The Concordia remains on its side, grounded off Giglio's port. Officials now say it will take until possibly September to prepare the ship to be rolled upright and towed from the rocks to a port to be dismantled.

While Sunday's commemoration was focused on the relatives of those who died, Giglio's residents were also being remembered for having opened their doors to the survivors who came ashore that night, cold, wet and traumatized after a chaotic evacuation.

"It was something that was too big for us," said Giglio resident Silvana Anichini. "We are just not used to things like this, and then it turned out to be one of the biggest shipwrecks in the world."

Chavez state "favorable," infection controlled: government

MELBOURNE, Jan 14 (Reuters) - A nervous Sam Stosur survived the first test of her annual battle with stage-fright at the Australian Open, but the spotlight is set to focus on the ninth seed after all of her compatriots were dumped from the first round on Monday. Australia's hopes of a home-bred champion at the year's first grand slam have gone unfulfilled for 34 years and, with Lleyton Hewitt crashing out against eighth seed Janko Tipsarevic late in the evening, appeared set for further frustration. ...

Board weighs firing SC teacher who stomped on flag

(AP) ? A South Carolina high school teacher who talked glowingly about the U.S. and the importance of embracing freedom while stomping on an American flag in his classroom might find out if he loses his job Monday.

Lexington-Richland District 5's school board was expected to consider the superintendent's recommendation to fire Scott Compton for his lesson at Chapin High School. The discussion is expected to happen behind closed doors.

Superintendent Stephen Hefner didn't find a problem with the ninth and 10th grade English teacher's lesson on how ideas should be greater than symbols, but instead was appalled with the bad judgment Compton used in defacing a U.S. flag to make his point, district spokesman Mark Bounds said.

"I was in the military 20 years. I will defend your right to burn an American flag in the public square to my death. But as a teacher, you cannot bring your personal biases into the classroom," Bounds said.

Neither Compton nor his attorney, Darryl Smalls, returned messages from The Associated Press. Last week, Smalls emailed a statement to WIS-TV, saying Compton was trying to show the idea of what America stands for is greater than the material objects like the flag that represent it.

"He meant no intentional disrespect to those men and women who served our country or to America itself," Smalls wrote. "Several members of his family served in the Armed Forces and they have his total support given all of the facts of the lesson."

Smalls told the television station that people were taking what happened to the flag out of context from the rest of the lesson.

The incident happened in early December and a parent called district officials after hearing what happened from his child. Hefner talked to students in the class as well as Compton before deciding to recommend the teacher's firing.

Teachers in South Carolina do not have tenure and cannot belong to unions. The law gives superintendents the ability to recommend firing teachers who show "an evident unfitness for teaching" as long as the teacher gets a hearing before the school board.
